My recently purchased with windows 8.1 hp touchscreen laptop got its free upgrade to windows 10. However ever since I think my computer thinks its in windows 7.? It says 10 but the live  tiles do not work. Cortana cannot hear me. No app store. No anything.

I would request you to run System File Checker tool.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files.

Press Windows key + X and click Command Prompt (Admin) or right-click Windows logo and select it.

Type the following command and press Enter

sfc /scannow

Note: Do not close this Command Prompt window until the verifica tion is 100% complete. The scan results will be shown after this process is finished.

Also take a look at Repair a Windows Image and Fix Windows corruption errors by using the DISM or System Update Readiness tool.

If still nothing work, you still have option to revert back your system to previous Windows.
