It can be made into a nice system, powerful and stable. But to do so takes an unprecedented amount of effort. To make Win 8.1 as powerful as a well-tuned Win 7 is doable, with a fair bit of configuration and 3rd party software.
I didn't care for Windows 8 at first either, but right now, after all the latest updates and quite a lot of tuning I feel it's the most powerful and most stable system I've run at my company. I just finished a 14 hour work day developing
software, collaborating online, running heavy applications like Photoshop (we do graphics software development), doing research, and my system just sailed through it all with not even the slightest hiccup.
Windows 8.1 is finally mature and can (just barely) be coerced into being a damned nice desktop system.
