HELP: Unknown USB Device (Device Descriptor Request Failed)

So I'm trying to plug my iPod touch into my Dell inspiron 15 laptop (because my iPod isn't working and is telling me to connect to iTunes, but that's a separate issue). However, when I plug it in, I get a message saying: USB device not recognized, and when I look under device manager, it says: Unknown USB device (device descriptor request failed). I've googled the **** out of this, and tried updating the driver software, uninstalling the device (it just re installs itself with no improvement), I've tried all the USB ports on my laptop (there are 2 on the right and one on the left) but it's the same out com for all of them.

Under properties- device status it says: 

Windows has stopped this device because it has reported problems. (Code 43)

A request for the USB device descriptor failed

Please help.

To resolve this problem, do the following.

  1. To open Device Manager, click Start, click Search programs and files, and then type Device Manager. A list of available matching items appears above the search box; click Device Manager. Device Manager opens with your computer name at the top and a list of devices that are installed on your computer beneath your computer name.
  2. Locate the malfunctioning device in the list of devices, right-click the device, and then click Uninstall. When a warning message appears that you are uninstalling a device from your system, click OK. Device manager uninstalls the device.
  3. Right-click your computer name in Device Manager and click Scan for hardware changes. Device manager scans your system and automatically reinstalls your device.
  4. Right-click the device and click Properties. On the General tab of the device Properties dialog box, in Device status, you should see the message This device is working properly.

If still doesn't work, try another USB device and attached to the port, if there is no issue, I suspected your USB cable got issue, try this USB cable to another PC (if any) also help to determine the issue
