Grouppolicies: Allow users to change background/screensaver
I'd like to enable my users to change their desktop background or screensavers on their own. The old setting [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System] "NoDispAppearancePage"=dword:00000000 "NoDispSettingsPage"=dword:00000000 which is known since Windows 9x doesn't seem to work -> it seems to depend also on a more global Policy: [HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer] "NoControlPanel"=dword:00000001 So, how can I allow my users to make these changes, w/o enabling them to see/enter the whole control panel?

Hello WindowsUser7 – Welcome to Microsoft Answers Community. AFAIK, every user in Windows® can change background and screensaver. However, some changes can be controlled by the administrator in “domain”or on local bases. Local Security Policy (LSP) helps to control users and, youcan also apply Parental Controls. To be more clear: In GPO I only disabled "Enable access to control panel" and when a user performs a left-click on the desktop and clicks on "Appearance" the wrong message that this is disabled by the administrator appears followed by a message form explorer.exe which says "unknown error".
