Grant minimum access to local Windows 8.1 client Hyper-V VM?

I noticed that users cannot even see or launch a VM running in the local Windows 8.1 Hyper-V client unless they are a local administrator.

I see there is a Hyper-V administrator group that gives access, but the description says it gives complete and unrestricted access.  Sounds like overkill.

We simply want the user to be able to run and log in to the VM locally without using RDP since the network the VM is running on will isolated.  We don't want them to be able to do things such as add additional network adapters or change which network the VM is connected to or enable Guest Services to copy and paste etc..

Is there any way for a user to "use" the locally running VM without having complete unrestricted control over all of Hyper-V?

"Hyper-V Administrator" is the quick way to give full VM control without making a user a local administrator.

You can allow the user to connect to a VM:  Grant-VMConnectAccess
