In internet explorer 9 you can click on tools and part way down the list it says Pop-up Blocker. You can turn that off there. If you have any that you have installed holding the shift key while clicking a link will usually let the pop up happen.

Hi, Please refer to the following methods: Method 1: Open Internet Explorer, Click on Tools, and Click on Pop-up Blocker, select, Turn off Pop-up blocker. Method 2: Disable Full popup Blocker in Registry Editor: 1. Click Start, click Run, type regedit, and then click OK. 2. Locate and then click the following registry subkey: HKEY_LOCAL_MACHINE\Software\Microsoft\Internet Explorer\Main\FeatureControl\FEATURE_WEBOC_POPUPMANAGEMENT 3. Double-click Iexplore.exe 4. To turn off the full Pop-up Blocker, in the Value data box, type 0, and then click OK.
