I'm testing a ZTI of Windows 8.1 Enterprise using only an unattend.xml. The file is placed under C:\Windows\System32\sysprep\ and then implemented using: sysprep /generalize /oobe /shutdown /unattend:unattend.xml

After the system boots for the first time it jumps into the "Let's go through a few basics" wizard. I have all prompts automated with the exception of the "Your Account" page, where it insists that you create a local user account. Can anyone tell me what component I'm missing? The XML file I'm using is below:

Problem solved. I ended up setting SkipMachineOOBE and SkipUserOOBE to true, even though they are marked depreciated in the documentation. Everything appears to be working properly now.
