Formatting USB drive as NTFS and completely blank.
I need to format a USB drive as a COMPLETELY blank volume. Windows 7 always seems to create the 'System Volume Information' folder, and unfortunately for what I'm trying to do, I can't have ANYTHING on the drive. Everything I've tried so far has failed, and it appears that even taking ownership of the folder and trying to delete it fails, as Win7/Vista/XP will simply recreate the folder.

I needed the drive to be completely empty as a requirement for something from Microsoft. Unfortunately I can't give more details due to an NDA. I will tell you that the MSFT guys figured out that what they were asking wasn't possible and changed the requirement.
