i have a serious problem that TMG doesn't even block Facebook access if people start getting to Facebook with https even if i have added it to the block list.

Its just impossible to block even YouTube when its used with https?? Is there any way you can help me to stop these people getting into these sites?

You'll need to check the TMG logging to see which Firewall Policy rule matches this traffic.
