ForeFront Administration
The link Administration when logged into ForeFront is controlled by what? What needs to be set to allow the link to appear when entering into ForeFront?

All UI elements access are controlled through MPRs and sets of specific UI elements. Basically if you want to show given user some UI elements you have to configure set of these elements (group them using keyword) and then create MPR which will allow user to read objects within this set. 

Take a look at how BasicUI keyword is used to show people all UI elements (there is MPR for that and appropriate set).

For the Administration link to appear for a user in the FIM Portal they need to be a member of the Administrators set - that then gives them permissions to see all the Administrative links as Tomek has outlined above.

That's not exactly what Tomasz is saying, however. He is pointing out how
to get "Administration" links to show up for accounts that are not
members of the Administrator

Well - yes, you are right Paul. Never had a request for this menu to show up to non-admin people, however - you can do the same through navigation bar controls. Not exactly same UI element but will allow you to do the same things, at least for non-admin users. If you want people to do admin things - make them admins :)
