Almost five years ago, Microsoft released a free utility called 'Private Folders 1.0'. This utility enabled a user to encrypt and password protect a specific folder ("My Private Folder" in Documents). This download was later pulled by Microsoft, when Microsoft employees were told by systems administrators, use of the program could lead to data loss in enterprise environments, because systems administrators of these kinds of environments have no way to recover the files in case of a password loss, emergency, job termination or hard disk crash.

Yes, there is no way to separately add a password to any folder in Windows 7 right now except using third party tools. But we cannot ensure these third party tools will cause unexpected issue or not.
