Firewall rule is not taken effective on non-admin users
A domain user who is using windows 7 Pro. is not belong to local administrator An ERP application needs to pass through firewall port 211 to connect remote server. I've added both TCP and UDP port 211 by logon local administrator and tested that can run the ERP application normally on the computer. When a domain user logon to this computer, the ERP applicaion cannot run properly. The port 211 connect cannot be established after checked by "netstat -n" command. How do I solve this? Thanks.

Ensure that the Firewall rule is a Outbound Rule and configured to apply to the Domain profile. Since you configured this rule as a local administrator, it may have been applied by default to Public and Private profiles only, and not the Domain. Refer screenshot: Go to the properties of the rule using Windows Firewall with Advanced Security and make the appropriate changes.
