This issue is not new to W7, I had the sameproblem withe XP and Vista.Still in W7, Microsoft has not found a way to allow the user to begin downloading a file, shut off or log off and then resume the download from where it left off by storing the partially downloaded file to a user selected location not a mystery folder which sometimes deletes it.
