Sure: See the BHold part of FIM2010R2 documentation. It has (leverages FIM) workflow to authorise access requests and can do (BHold based) attestation campaigns (with automated removals of access rights based on responses).

Thanks David, I was hoping that BHOLD wasn't the answer...and that somehow this could be achieved with FIM Reporting alone.
