An evaluation license is for the purpose of evaluating the software to decide whether or not to buy it. MSFT figures that 180 days gives you plenty of time.
If you are only going to install the FIM Sync then you don't need FIM CALs just the FIM server license.
No an eval license won't suffice, after all it will time out.
