Is it possible to have SMS gate active only when the user is accesing the FIM Portal outside the N/W ?

Yes it is. You setup two FIM Password Reset Portals. During install One is marked as "Portal is hosted on an IIS site which can be access by extranet users" and the other as "Portal is hosted on an IIS site which can be access only by intranet users."  Of course you must configure your network to direct the external traffic to the correct portal.

Then in your workflow activity you set the Security Context to Extranet (see this image -- you would change it from All to Extranet). When this setting is set to Extranet it will only run when the user is on a Portal that was marked as Portal is hosted on an IIS site which can be access by extranet users"
