If Windows Works Try Using A programme that uses those keys if they still don't work replace the keyboard

What are you trying to do?If you want to get to Safe Mode, you can do so from within Windows:Start > Run type "msconfig" without quotes and click OK select the "Boot.ini" tab and click the check box for /Safeboot Restart the computer and you should be in Safe Mode. Don't forget to run msconfig while in Safe Mode and UNcheck the /Safeboot box.As to why F8 doesn't work, you may not be pressing it during the rather narrow time interval that it's active following POST, or you may have a defective keyboard. I don't know what F9 is supposed to do for you.
