try to run at safemode with networking to isolate 3rd party issue
if everything normal there, most likely this is 3rd party software issue, do clean boot and uninstall Norton using Norton removal tools to test

if issue still persist at safe mode with networking, I suspect driver issue
regarding internet, I suggest you check whether other device connected also having the same issu
regarding Norton I suspected Norton installation crash or need to updated (it launched yesterday)

running SFC or DISM will isolate OS and system files issue
