Please perform these steps to troubleshoot the issue: 1 Logon with Clean Boot 2 Make sure these services are manually started: 1) Diagnostic Policy service 2) Diagnostic service Host 3) Diagnostic System Host 3 Run SFC /scannow with administrator to check system files. 4 Create another user and login to check the result.
