I clicked on the Event Log Online Help and got the message box about what would be sent. I clicked on Yes and the message box closed but nothing else appeared.
I went to:
http://www.microsoft.com/technet/support/ee/ee_basic.aspx
Select Windows Operating System and entered EventID: 8193 Source: System Restore
The only results that included 8193 talked about Volume Shadow Copy
So what does the error posting in the application event log mean and why doesn't the Event Log Online Help do anything?

A scheduled backup (System Restore provider) was running and encountered an error. The message box that you clicked on sends the details of the error message you posted above to Microsoft so that they can troubleshoot why it happened and try to keep it
from happening in the future. You will not receive a response from what was sent. Your computer should be fine for now, but if you would like to troubleshoot why the error occurred, I would suggest going to Bing.com and searching for 'Scheduled
Checkpoint 0x80070422'.If you found this post helpful, please "Vote as Helpful". If it answered your question, remember to "Mark as Answer".

Then why does the label say "More Information" and the link say "Event Log
Online Help"? http://www.saberman.com

I am not sure why the link did not work for you. You can try submitting a bug report to Microsoft - bugs@microsoft.comIf you found this post helpful, please "Vote as Helpful". If it answered your question, remember to "Mark as Answer".

The link has been there for a long time. Since it is appearent that it doesn't work shouldn't Microsoft remove the link?
As to reporting a bug -- it is my recollection that everytime I tried to report a bug I was asked for my credit card which was also the case when I clicked on the link you supplied. It is enough that people are willing to report bugs without being
paid but to have to pay for the privledge is insane.http://www.saberman.com

Hi saberman,
Please check this:
http://technet.microsoft.com/en-us/library/cc749021.aspx
QUOTE:
When you view an event, you can click Event Log Online Help, which sends a request in the form of a query to obtain additional information about the event. The data that is sent is limited to only what is needed to retrieve more information
about the event. For more information, please read our privacy statement online.
When I click this Event Log Online Help, some will get a link, some won't. I suspect some of them may be lack of similar information.
I also suggest you check if the URL is correct.
And for reporting the bug/feedback, you don't need to pay for that.
Send feedback to product team:

Or report bug about Microsoft products:
