Event ID 300 is not appeared at Diagnostic-Performance event viewer

Recently I am looking for a way to capture the resume time from hibernate/Standby.  From the web, I found that there is a way to measure the resume time from Event ID 300 at Event viewer > Applications and Services Logs >Microsoft>Windows>Diagnostics-Performance. It is working at my Windows 7 computer but not Windows 8.1.

Is there any way to enable the feature? 

In windows 8.1, there is a registry EnableForCEIPOnly at Registry HKLM\Software\Microsoft\Windows\CurrentVersion\Diagnostics\Performance\Suspend. This registry is not observed at Win7. Do you know what is it?

Please explain a bit about this issue for better analyzation. Screenshot is preferred.

Based on my test, the registry HKLM\Software\Microsoft\Windows\CurrentVersion\Diagnostics\Performance\Suspend in Windows 7 and Windows 8.1 is similar.
