Error while trying to Switch to Microsoft Account.

I just recently formatted my laptop , after which i have been using a local area network and am unable to switch to my microsoft account. I have followed all the steps given in this link : http://windows.microsoft.com/en-gb/windows-8/microsoft-account-tutorial

But as soon as I go to "Your Account" and click on Connect to a microsoft Account it gives me the following error : " This service isn't available right now - please try again later."

I would really appreciate if someone could help me out with my problem.

Are you connected to the internet when you do?

What malware/firewall app are you using?

Yes i am connected to the Internet and my antivirus is windows defender and i haven't changed any firewall settings so its probably the default windows 8.1 settings.

See if you can log into your Microsoft Account via a browser at http://www.microsoft.com/en-us/account/default.aspx

Yes i could log into my account ,  i also tried to log into individual apps like skype , calender , apps store and i could log into them as well . Yet i still get the same error when i try and switch my account.

Try to enable this service and have a try.

I'm sorry for the contents missing in my former reply. Here are the supplements:

Open Run, type services.msc, then find the service named: Microsoft Account Sign-in Assistant

After that, enable this service and switch to Microsoft Account again for test.
