Are you saying you are unable to boot into the recovery drive? Just an FYI you don't need the Windows disk to boot from the recovery partition. Depending on the laptop manufacturer there is a certain F key you need to press during boot up in order to boot from that partition. For example, I press F4, your may be different. Do a google search on how to boot from recovery partition on your make/model laptop.

If you want to access BIOS, please contact the manufacturer.
I suggest you to use recovery disc or USB drive to repair the Windows. If you have the system image backup, you could also use that.
And then, please use the Bootrec.exe to troubleshoot startup issues.
