Did the VPN connection work well before?
If it worked well before, we can take the following steps to have a troubleshoot:
1.Reinstall the network adapter driver from the device manager and run the following command line to reset the TCP/IP stack.
ipconfig /flushdns (Clear the dns cache)
nbtstat -RR (release and refesh NetBIOS names)
netsh int ip reset (reset ip settings)
netsh winsock reset (Reset Winsock Catalog)
Reboot
2.If the issue persists, take the following steps to uninstall the miniports.
a. Add the VPN adapter (which will not work)
b. Locate all miniports in the Device Manager under network adapters. (IKEv2, IP, IPv6 etc)
c. Right click on each miniport, then "Update Driver Software" -> "Browse my computer" -> "Let me pick driver from a list" -> uncheck "Show compatible hardware" and wait for drivers listing generation... Then
pick the first "Microsoft" drivers listed [BlueTooth Personal], and ignore warnings. The broken and undeletable miniport will then become a fake bluetooth card, which you will be able to delete.
d. Repeat point 3 for all miniports.
e. Reboot the system.
f. When trying to connect which the VPN adapter (1) all miniports are recreated and the VPN should be connecting successfully

3.Disable the firewall and the antivirus software temporarily and connect to have a check.
If it didn`t work before, we should check the configuration of the VPN to ensure it`s corresponding with the Server, the protocol , encryption, and so on.
