Hi, Are you trying to create a connection with the wizard of Windows, or any third party connection programs? The default startup type of the Telephony service is manual. Therefore when a connection runs it will start. If you could manually start and stop the service, there should not be problems. If you are trying to create in the Windows wizard, I suspect that the incorrect settings of anti-virus or firewall block the process. Please temporary disable the security programs and try again.Arthur Xie - MSFT

It seems that you do try to create the connection in Control Panel\Network and Sharing Center\Connect to a network. Is it correct? If so, I suspect that the issue is caused by the Kaspersky Internet Security. Please temporary disable it, and then try to connect again. If the issue persists, I suggest that you download the latest wireless network adapter driver from the manufacturer's website. Then remove the existing wireless adapter driver from Control Panel\Program and Features, and install the new driver. After installing, disable the Kaspersky Internet Security and create the connection. The following website can be referred when you try to connect to the wireless connection.
