Where/How do we get Enterprise Sideloading Activation Keys?

We've developed a Windows 8.1 app for our enterprise customer and we need to sideload our app on Windows 8.1 pcs and Windows RT devices.  They have NO Volume License agreement in place.

They are simply purchasing Windows 8 Pro PC's and Windows RT devices  at retail. I've logged into the Microsoft Licensing Service center and there is absolutely no way to purchase them.

Also these machines will NOT be joined to a domain.

Since sideloading product keys are intended only for corporate/organizational customers to use for internal deployments, and are available through the volume licensing program. you need to contact your local volume licensing support for help.

Sideloading key license is available through volume licensing contract. however, for Enterprise Agreement and Select Plus Agreement the sideloading key is free to download it from VLSC.
