Hi,
Thanks for posting in Microsoft TechNet forums.
Did you use Encrypting File System to encrypt the file?
Did you specify a Recovery Agent before?
Did you backup Windows XP user profile?
Did you grant access to the file for any user?
Generally, to decrypt the encrypted file, please visit the following link for methods:
How to use the BitLocker Repair Tool to help recover data from an encrypted volume in Windows Vista or in Windows
Server 2008
How to remove file or folder encryption in Windows XP
If you neither had the decryption key nor created a Recovery Agent, the file may not be able to decrypted and the data may get lost.

Maybe you could try some third party software, for example:
Recover Encrypted Files and Folders using DiskInternals
Please note: we provide the third party
link for technical use only. There may be some changes without notice, Microsoft doesn’t guarantee any accuracy on contacting information.
This tool can recover encrypted files and folders from healthy, damaged, deleted or inaccessible disks and partitions.
However, you could contact the data recovery company for a specific solutions.
