Windows 7 has network QoS policy that can be set either as a GPO or local policy. However, the DSCP settings only apply in a domain network environment. If the laptop is outside the local domain, the DSCP values reset to 0x00. There's supposedly a registry workaround "Do not use NLA" in HKLM\System\CurrentControlSet\Services\Tcpip\QoS to enable QoS to work outside the domain, but it does not work at least for Windows 7 Enterprise. It appears that Windows 7 cannot use QoS outside a domain environment. It will be impossible for WMM (Wireless multi-media) to work because it depends on applications tagging packets but this appears to be disabled. Is there any way to enable this outside a domain?

Hi, Based on my research, Im afraid that Policy-based QoS will not work outside a domain or a QoS enabled network due to it is that network devices forwarding traffic based on DSCP values.
