Elevated Command Prompt won't start

When I click on the Command Prompt (Administrator) link in the start menu (Win-X) the system shows a message box with roughly this text (translated from Dutch):

"There is no program associated with the specified file for this operation.

I located the cmd.exe in both System32 and SysWOW64 directories, but right-clicking cmd.exe does not show 'The Run As Administrator' option So I cannot start a command prompt as administrator, while my account has the administrator role.
How can I fix this?

Hi,

I made a test in my system, it do contains "Run as administrator" when right click CMD.exe in System32 and SysWOW64.

To fix this problem, firstly, check CMD properties, make sure its owner is Trusted installer and permission same as screenshot below:

After that, if problem persists, you can use system repair to fix this problem for test. If no use, system restore should be an efficient method to fix this problem.
