Download from Mircosoft stops Outlook
This sounds more like a fake AV popup - likely a virus POSING as something legitimate from Microsoft (A.K.A. "SCAREWARE" or "RANSOMWARE").
SCANPST should have been installed along side office. Depending on your version of Windows AND your version of Office, scanpst should be located somewhere such as:
"C:\Program Files\Microsoft Office\Office12\scanpst.exe"
or "C:\Program Files (x86)\Microsoft Office\Office12\scanpst.exe"
or "C:\Program Files\Microsoft Office\Office14\scanpst.exe"
- look around a little, it will turn up.
But because I believe this message may be a fake, I would also advise running something along the lines of
MalwareBytes or
SuperAntiSpyware on your system, preferrably from Safe Mode.

On Tuesday Mircosoft decided to download something and since then I have an error message and it says I need to go to scanpst.exe in order to fix it. It cost $129.00 to get this fixed. Why did they download something that would make you spend
$129.00 to fix. Since then I cannot access my e-mails. None of the program to fix this work. Any idea's what I can do
