Dot Net 3.5 install on a Surface Pro

I am trying to install Dot Net 3.5 onto a Microsoft Surface pro that is running Windows 8.

Using the method via control panel it fails saying it can't download files.

When I use DISM I get error:

Error: 0x800f081F

Saying the source file could not be found. I have copied the \sources\sxs from Win 8 Pro x64 DVD locally and still receive same error.

I have tried plenty of options listed on the web still to no avail. Can someone assist getting Don Net 3.5 on a Surface Pro please?

The Surface Pro is basically new out of the box and not connected to any domain or WSUS server.

Have you installed a language pack? This can cause .net 3.5 install failures.

No. I took it out of the box. Added Office 2013 and few programs. I want to install Windows Live Writer but that needs Dot Net 3.

It has failed EVERY attempt to install Dot Net 3 since that point.

upload the complete CBS log folder and the DISM.log (as 1 zip into skydrive) and add a link here.

the log shows that Windows requests Russian and Chinese (Traditional)

and they are not there.

You can extract the Russian and Chinese (Traditional) LP.cab into the SxS folder on your HDD and run the DISM command again.

You wouldn't happen to have a link that details how to do that would you? 

I am bit lost on exactly what parameters I should be using to get those languages with DISM.

I have resolved the issue through some other settings which I don;t really understand why it now works but it does.
