Doesn't Windows 7 Come With .NET 4.0 Framework?

We recently ran into an issue on a Windows 7 Pro machine when trying to install an application that required .NET Framework 4.0. We thought Windows 7 came with .NET Framework 4.0 installed but the application couldn't find it and prompted us to install
it. What's the truth here, is it part of the OS or not?Orange County District Attorney

Windows 7 comes with the .NET Framework 3.5.1.
If you need to run an applications that needs the .NET Framework 4.0, you have to install that Framework version.
