Do I need to buy a certificate or a product key in order to sideload a LOB Metro app?

As far as I can tell you will either need an Active Directory Domain + Windows 8.1 Enterprise or you will need a sideloading key. In addition to that you will always need a certificate but you can generate one yourself and use that (provided you install the public key of your own Certificate Authority on all devices before installing the App).
