CHKDSK is the disk checking utility in Windows - Do you get a message at
boot time saying that it wants to run the disk checker? (do you let it run?
if not, then you'll always get this error.)
Reboot and let the CHKDSK run - it may take considerable time if you have a
large drive!
reboot again immediately - does the disk checker try to run? - if so, then
you may have problems with your hard drive, and should test it using the
manufacturer's utility.

I saw your response to an earlier question that was very similar...my response to the
fsutil dirty query c: was Volume - c: is Dirty
I followed what you suggested until you said to check the registry for BootExecute, and that didn't exist in my registry...what can I do? All I want to do is defrag my computer!!
HELP!!!

Create the BootExecute value in HKLM\System\CurrentControlSet\Control\Session Manager as a REG_MULTI_SZ. The data for the value should be : autocheck autochk *
Then restart and see if chkdsk runs.
