Disable charms bar settings?

Is it possible to disable the Settings option located on the Charms bar? If this is not possible, is there a way to prevent the user from browsing the internet by going to Charms bar >Settings>Help then entering a URL?

Is there a way to do this via registry or group policy?

At the moment I already have classic shell installed and disabled hot corners but I can still access the side charms bar via swiping the side of the screen.

As I know, users cannot enter an url in Help in Charm bar Settings to browse the Internet, they can only enter the key words in the  Input box.

OK this is strange. When I clicked Help from the charms bar it opened internet explorer. This only occurs if I am on the start screen (not on the desktop)

So from the start screen swipe right to bring up charms bar > Settings >Help

This will launch internet explorer.

If I perform these steps on the desktop Internet explorer is not launched but instead the "Windows Help and Support" is launched (and you cant browse the net with this).
