Differences between GPO and mandatory profile.
Suppose I would like to lock down a computer so that all users can use this computer but cannot change its settting (e.g. desktop background) or create new permanent files in this computer. User can create files but after he logs off, user's files should all be removed. GPO and mandatory profile can be used to lock down computer for the above purpose. What are differences between GPO and mandatory profile? In which situations should I use GPO? In which situations should I use mandatory profile? Thanks for your kind help.

IMHO it is not possible to compare mandatory profiles and GPO. These are different means for management. I recommend you to read Group Policy from Jeremy Moskowitz.
