You have to setup federation with other companies to communicate using Skype for business client.

It looks like you are actually trying to do calls via the PSTN, and not just SIP calls to SIP-enabled contacts. If you are looking for the dial pad within your Skype for Business client to dial PSTN numbers, you will need to have your user account enabled for Enterprise Voice. Once a user is enabled for Enterprise Voice, they will be able to see the dial pad in their client. However, their Skype for Business Server 2015 or Lync Server 2013 environment actually needs to be set up for Enterprise Voice as well. Just because the dial pad is present in the client does not mean that a user would actually be able to successfully dial an external number without the Mediation Server properly setup with a SIP Trunk or other PSTN service being provided to the environment.

To deploy Enterprise Voice, you must have a mediation server, then you can choose to configure a direct sip trunk from a Certified Sip Trunking Provider or set up an on-premises PSTN gateway.
Theres a SIP trunking services list that have been independently qualified to meet the UCOIP requirements.
