Desktop shortcut mini icons changing

In windows 8.1 virtual machine, I noticed that the little black shortcut arrow keep changing to different forms
I would like to know what has caused this and how to fix it. Please look at the attached image where the red arrow points, this little image keeps changing to different types and sometimes very frequently.

I checked the network and sharing center and all the guest and public folders are turned off for file sharing.

this computer is part of a domain and we do share network drive. 

is there a way to turn the icon changing behavior off?  is there a registry fix so the icons will be fixed and not changing?

It looks like those files are going from syncing, to synced with skydrive, to showing they are shared. If you don't need skydrive you can disable the app and then the files should just show the shared icon and not cycle through.
