Not sure i understand what you are asking.
if a user is created on the device and is member of the users group you should be able to log on.
If the user is not create and you want to log you first need to create the user and to do this you need to be administrator.

In addition above suggestion, we could delete all Windows profile to check if the issue persist.
Then, we could run GPedit.msc, navigate to Computer Configuration->Windows Setting->Local Policy->User Right Assignment, check if user group was add to Allow log on locally, as the following snapshot:
If not, please post error when we could not load user without admin privilege.
