Microsoft can start to improve the Defender, include automatic PUP scan. It is these PUP that are leaving data exposed.

Opinion differs. I have a TechNet developers license and it is the course of these forums to input the development of Microsoft softwere we use. I have inputed my cause in the feedback of Defender section in security, located at MSDN subscription. There is no harm. This is the location, TechNet, this is the place to put this information. Maybe the wrong location in TechNet.

I had the same thought as colakid and I have risen this in consumer security forum.. But the answer was due to below policy and other legal facts Microsoft security products will not remove PUP's. 

How Microsoft antimalware products identify potentially unwanted software

If we read and agreed the "End User License Agreement/Terms of Use" while installing a software , MSE/Defender/Safety scanner will not remove it.. But most of the users lazy to read EULA they just install bundled software from various sources..
