Before install it try to update your Windows and make sure you have SP3 and then restart your PC and try to install DX again.

I should have said, windows is completely up to date.

I had a look cyber and it looked more complex than i was willing to deal with, so in the end had to search until i located an up to date dx. Tbh MS needs to get that little bug fixed, either that or make it easier to find dx to download manually.

In Windows XP you have two options for update custom and express, custom will show you all updates and recommended one and express only shows critical ones. Have you try to run custom update when you run update from Microsoft Update website?If problem is resolved that is fine.

Yeah i used both custom and express. As i said it was a completely clean install, then it was updated. I had planned to add direct x before i installed my gfx and other drivers. Sinse i can install direct x by downloading and installing it, i think its fair to say that its a bug causing this and not user error. Consider this a bug report :)
