Basically all software you install on your computer could be capable of doing that.
However, it would be illegal and you can be sure that it would be discovered if it ever happened.

To answer your question, Windows 7 and other Microsoft software do not have any feature to collect personal information. To protect the system without any virus or
spyware, you can keep turning on Windows Firewall and install an antivirus program to protect the system, such as Microsoft Security Essentials.
