Not sure why you used Xperf instead of WPR. The switches you used cannot tell us what ic causing the latency so we will have to go with what we can see.
1-Shootergame used ~27% of all the CPU
2-20 Chrome processes also consumed a lot of resources
3-Misc. ts3_client, game overlay, steam, ad muncher, display fusion, MSI, xbox stats, boot racer serv, Eagle help, steam helper, etc, etc, etc.
Have you run a system file check & DISM?

All that? What were the results of SFC? DISM?
What else have you tried? Any reason you have 30 chrome processes running while playing a game?
