DHCP Client service fails to start with Access Denied error
My wife's laptop runs Vista Business SP1. It is in a Server 2003 domain. She connects through my wireless AP, but the DHCP service is actually provided by a Pix firewall. I have 3 other laptops running XP that all connect fine, and so do all wired clients. The Vista laptop only gets an internal connection and an auto-configuration IP. The DHCP client is not running (see the error in the event log below).All this started a couple of days ago. I am not aware of any configurationchanges that conincided with this issue.Everything seems work fine with a static IP address, but that's not a solution.I found a few threads that talked about a similar issue that was resolved by adding full permissions to two registry keys for the Network Service account. This did not work for me. It sounds like my issue could be related to thisand this, but the laptop here worked fine for years in the exact same configuration. I have three systems on my network affected with the same problem. I have tried the KB article Fix for Access Denied Error 5 settings. It doesn't work. All three users are local administrators on the Vista systems. I have verified that they can "Run As" administrators on Servcie changes and programs. The issue appears to be pointing at Group Policy Service settings from Windows 2003 R1/R2 as these settings can affect Vista Security and not XP so no XP Machines see the issues.Can't Start DHCP Client ServiceCan't Start Diagnostic Policy ServicesI have tried a restore of the Vista Systems (Clean and other), as soon as GPO rolls down the security is fouled up and there is no way to undo that I can find so far. I am still researching.

I am looking at the AGPM V3.0 and some issues with GPO Security fouling up Local Security Policy in Vista SP1 amd SP2 If the GPMC SP1 is installed in Win2K3 w/ SP2 and those role-up Windows Updates that came down in April and June for Vista are installed, I think one of the security updates poisons local security policy on the Vista machines if the Advanced Group Policy Management 3.0 or 2.5 are not installed. My domain is small business type but using Standard Server 2K3 R1 with SP2 not 2K3 R2 w/SP2. I think the poisoning is unrecoverable without re-installing of Vista with SP1 then SP2 thne join domain. I just did that and everything OK

I'm having the same problem, as well as other services, I've enabled full access to all users, I'm the admin on the machine.main service impacting me is DHCP, have tried both local system account and this account local service (with password, which is the same as admin password).have tried many of the fixes proposed on this and other forums to no avail, including http://support.microsoft.com/kb/895149, this did not work for me either.I have ran sfc/scanow (some files failed, have log if required).Have ran process montior and tried to start service, service failed due to access denied error (log available if required)I've also system info file if required.work around to access internet was fixed IP address, My set up Vista Home Premium Version 6.0.6002 service pack 2 build 6002I bought laptop from PC world so dont have any Vista disk, so can't rebuild laptop.any ideas?

I'm getting this very same issue with Winows 7 RTM install on a brand new hard drive in a non-domain environment. It doesnt happen right away but after a few reboots. I'm working on trying to see if it's some application install that's causing the problem, but I havent been able to narrow it down yet. The reinstall process is getting to be annoying.

Just wanted to add to this thread as I had the exact same symptoms and tried all of these suggestions to no avail. As it turned out, I needed to run a CHKDSK /F as there were errors and corrupt sectors on the drive that were obviously affecting registry hives. After much searching and manipulating of registry permissions, GPO, etc, the CHKDSK /F resolved my issues instantly. Just wanted to share this in case it too is the root cause of someone's woes.
