Credential Manager - not working

My laptop - running Win 8.1 fails to remember any passwords - so I checked the Credential Manager was set up correctly

As far as I can see - it is, there is just one password set for a site that I regularly access - but  even that one fails to allow me access without manually entering the password

I regularly get asked "DO YOU WANT WINDOWS TO REMEMBER THE PASSWORD" when entering many sites - I always say YES - But windows fails to remember ANY of them - so how do I enable the credentials manager ?

I can access the credential manager with no errors reported - but it fails to work.....
