Create DialPlan or VoicePolicy/Routes/PSTN Usages (Specific users..)

How could I allow to a user A call to only some numbers?? I have two options

1) Create a new dial plan with only these numbers. Assign to the user a voice policy

2) Create a new Voice Policy, Route and PSTN, and assign to the user the new Voice Policy

Which is the best option??

i recommend you create a new voice policy, PSTN usage and route only for the specific numbers your users should call.

why??

If I need 100 special numbers for 100 users.... with

1) I need 100 dialplans

2) I need 100 voice policy + 100 routes + 100 pstnusages

A voice policy provides a list of calling features that you can enable or disable. A PSTN usage record specifies a class of call (such as internal, local, or long distance) that can be made by various users, or groups of users, in an organization.

In order to allowed/denied workload among end-points, you can try to use Ethical Wall for Lync:
