Corrupted install of KB3035583 (win 10 app); how to force install

Win 8.1

My KB 3035583 has a corrupted install. I tried view updates, right click but no uninstall. I have been going all over google & bing to see how to re-install. I did see one that would download a MSU but I lost track of it.

What I am looking for is how to force a manual install of the LKB3035583 update. A manual one is preferred or how do I fix update so I can delete it and the GWX folder and re-apply?

Uninstall the corrupted update and then download kb3035583 x86 or x64 cab file below:

32-bit

I used DISM to install the 64 bit CAB file and it installed 100%; but still no windows10 icon. Will the downloaded kb activate automatically?

I tried the msu download and it failed; not applicable message. Resolution was to re-image the laptop and bring current via system image restore. It worked.

After checking diligently for the  3035583 update and not finding it, I tried the manual force update for Win8.1 x64 and also received the "not applicable" message. This was on 8/1. My Windows is legal and my computer seems to fit the specs for Win10. Help!
