Controlling Windows 8.1 idle defaults

My HP desktop running Windows 8.1 defaults with 90 seconds of inactivity requiring password re-log in. Via the CONTROL PANEL, POWER OPTIONS, I have programmed this pc to DON'T REQUIRE A PASSWORD ON WAKEUP. When I go to the PC SETTINGS UTILITY to use the PASSWORD POLICY, the link is inactive.

In using this 8.1 Windows desktop during my normal day, I am forced to re-log in about 30 times daily. I would like to end this annoyance.

Thanks for any ideas.
