Control Panel Freezing on windows 8

i noticed it after i have restarted my laptop. the control panel is freezing and not sh]owing any icons just white screen. but before the i also experienced some audio issues. i saw a blog "http://tech.jecal22.com/windows-8-and-windows-8-1-control-panel-hangsfreezes/" which resolved my audio issues but my control panel is still not working properly. it's still showing white screen and i cannot even close, maximize or minimize it. what should i do? i even tried one of the tips about files with .cpl extension and transfer it to a new folder and detect which .cpl file is causing the issue but it's not allowing me to transfer any file. it says i should be an admin. or something like that. and i'm actually confused 'coz i'm not techie and all these things are new to me. Can you please help me? thank you

Let us know if the issue still persists in Clean boot and safe mode.

If the issue doesnt appear, you can determine which one can be the cause by using dichotomy in MSconfig. Checking on half of Non-Microsoft service and restart, determining which half of the services cause the issue and repeating to check half of the problematic half services.

If the issue still persists even in Safe mode, please run following commands to scan and repair system files:

Run CMD as administrator and type following commands one by one after each one is finished. 

SFC /SCANNOW

Dism /Online /Cleanup-Image /RestoreHealth

If the issue still persists, please post back C:\Windows\Logs\CBS\CBS.LOG and C:\Windows\Logs\DISM\DISM.log onto Onedrive and share the link here.
