Control Panel Empty for all users except built-in Administrator
I have three users: The built-in Administrator with password...Another user with Administrative Rights with a password...a third user with Administrative Rights without a password. The control panel displays content only for the built-in Administrator. Similarly, if I select Start...Computer...properties; only the built-in Administrator account works. No properties dialog is displayed. All previously worked ... and I don't know what has changed. I am guessing some sort of user rights/privilege/group policy is causing the bad behavior. This is a Windows 7 Home Premium system that is used to VPN into a corporate network.
Thoughts, suggestions, how to diagnose?

Here are a couple of Vista registry keys that could be worth looking at:
1. HKEY_CURRENT_USER\Control Panel\don’tload and delete items in the right pane that you want to see in Control Panel.
2. HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer. In the right pane look for NoControlPanel, right-click it and make its value 0 (zero).

Additional information...If I turn off UAC it works for a non-builtin Administrator account.

Hi,
Have you tried BurrWalnut's suggestions?
At this stage, I suggest you perform the following steps to troubleshoot the issue.
1. Restart the machine in Safe Mode and login on with the problematic profile for a test. Can you see Control Panel icon in this mode?
2. Open UAC window and configure it to default settings.
3. Create a new admin user account and check the result.
